There was never a question that you have the ability to get online through your Linksys router. However INBOUND connection is completely different from Outbound connection. With an Outbound connection, you are able to get OUT to the internet for browsing web pages, etc. However, to view your cameras from a remote location, you need to be able to have Inbound access.
Currently if you are outside of your present internet connection (meaning if you were to go to Starbucks up the street and try to connect to your cameras) you will be able to access the outside of the Westell router when you attempted to connect. Unfortunately, the Westell router currently does not know what to do with the packets of information...so the packets are dropped and you cannot connect. The Westell router needs to be instructed through port forwarding what to do with the packets of information...(in this case, to pass them along to the external address of the Linksys router) so that the Linksys router can get the traffic and forward it on to your DVR server.
This can be accomplished 1 of 2 ways:
1. Put the westell router in Bridged mode - You will have to contact your ISP in order to accomplish this. - When this is selected, ALL traffic is forwarded to your Linksys router, then your linksys router performs all port forwarding (as already configured).
2. Simply forward the ports 9000-9001 TCP and UDP in your Westell Router to point to the External Address of your Linksys router (192.168.1.47). Once this is accomplished, then the Linksys router will be able to perform the routing that it was already programmed to do. You will have to check with the ISP or your Westell manual to determine how to forward ports in your Westell Modem/Router.

I think I've got the Westell router bridged. This is what the Westell tech had me do:
Unfortunately, there is not much that we can determine from the settings that you have cut and pasted above.
What we can tell you, is that if the router has actually been bridged, then the External IP address of your Linksys router will change from the previous 192.168.x.x address to an external address like your 71.101.xxx.xxx address.
If the Linksys router still has an outside address of 192.168.x.x then the Westell router is not really bridged.
We have tested the outside ports of the 71.101.xxx.xxx address, and the ports are not presently open, so...
If the Linksys Router still has an External Address of 192.168.x.x:
1. The Westell Router is not really bridged...so instead check and see if it has a DMZ mode or port forwarding to forward ports 9000 and 9001 to the external address of the Linksys modem (because the bridging obviously did not work).
If the Linksys Router now has the external 71.101.x.x address: Then congratulations, the Bridging has worked...but that means that something else is still blocking the traffic... Next Steps:
1. In the Linksys router - we mentioned before a setting under the "Security" Settings that is usually called "Block Anonymous Port Requests" - Make sure this setting is Disabled, as it will block you from accessing the ports (even if they are forwarded properly).
2. If the setting above is already disabled, then check your Software firewalls on the computer - Make sure the Windows Firewall is disabled (found under Settings --> Control Panel) - - Also, make sure that you do not have any other firewalls installed (like AOL, McAffe Internet Security, Norton Internet Security). If any of these are installed, then we would recommend disabling the firewall feature temporarily for testing...Except in the case of AOL. With the AOL software, you would have to remove it completely, as disabling the AOL firewall does not actually disable it, so the only way to disable is to completely remove the software.
